The exam has two sections. Answer both sections following specific instructions for each section. The Exam is worth total of 50 points.

The Exam will be graded based on the following criteria:

Section 1: 30 (2 X 15) Points
Choose and answer 2 of the questions bellow. Each answer will be worth maximum of 15 points. For each answer, write a brief essay of about 750 to 1000 words.

1. Is democracy promotion from the outside a contradiction in terms? Discuss pros and cons of democracy promotion doctrine and its practices by Western countries, particularly by the United States. Discuss with reference to chapter 4.

2. What arguments have been made in support of the view that there is a trade-off between political democracy and economic development? What arguments have been made against this view? Is it possible to settle this debate on the basis of empirical analysis? Can developing countries have it all – democracy, economic growth, equality, and welfare for its citizens. Discuss with reference to chapter 5.

3. What are the arguments in favor of the contention that the spread of democracy will lead to the creation of a peaceful world? Democracies have not gone towar with one another in the past, but they have been few in number and have had many opportunities to fight one another. Is this knowledge about the past a reliable guide to the actions of democracies in a future world where, possibly, a large number of democracies can come into conflict? Discuss with reference to chapter 6.

Section 2: 20 (2 X 10) Points
Choose and answer 2 of the questions bellow. Each answer will be worth maximum of 10 points. For each answer, write a brief essay of about 300 to 500 words.

1. Costly elections are a problem, say Ottaway and Chung, but low-budget elections are also a problem. Discuss with reference to chapter 4.

2. Look at the findings of the democracy audit in Box 4.9. (Chapter 4) Can these problems be solved in the short and medium run?

3. Chapter 5 identifies three types of authoritarian systems. What are these systems and what are their defining characteristics? Which of these types is the most common today? What do you think are prospects of economic development and welfare in developing countries?

4. What are the differences between liberal and realist/neorealist schools of thought about international relations? Which one of these schools you find more persuasive? Why? Discuss with reference to chapter 6.
