The United States’ military and intelligence institutions have been directly involved with what the former President Bush called “the war on terror” for about seventeen years now. U.S. intelligence and military operations have seized upon many opportunities to target and apprehend known terrorist operatives throughout the world. The term “known” terrorist means that U.S. personnel have what they believe to be credible evidence of these individuals terrorist activities, enough that it would be considered in the U.S. criminal justice system to be “probable cause” at the very least. Given this context, consider the following (fictional) scenario.
A number of these, let’s call them “terror suspects” (TS), have been sent to and incarcerated in a small prison under U.S. military control on a friendly and secure Caribbean island off the coast of the U.S. The prison, let’s call it “Very Nice Prison” (VNP), is a model prison in that, aside from being very secure, it is clean, the prisoners are given three very nice meals each day, with assorted very nice snacks throughout the day. Prisoners have access to clean clothing and showers each day. Prisoners can communicate with one another freely, they have access to a very nice library, can watch a very nice assortment of TV shows and films, have access to very nice health care, and care free to follow their own religious practices and preferences. Occasionally, VPN makes available to TSs “visitors” who can “communicate” with TS, including touching. They are, in fact, well-trained, well-paid prostitutes.
VNP staff are allowed to communicate with TS and vice versa, about anything at all, with one exception. VNP staff (including guards) are not allowed to communicate with TS about family and friends or anything having to do with the homeland of the TS. They will be held incommunicado. This goes for the prostitutes as well who are trained to end their “visiting session” if the TS brings up any of these topics.
Upon arrival, each TS is told that during his or her stay at VNP, he or she will be treated with respect, dignity, and due care. He or she is told that the only possible way out of VNP is to offer “useful” information (it is likely that each TS knows something “useful”) about his or her terrorist organization. Even then TS are warned that this even this does not guarantee release and may well be staying at VPN “indefinitely.” They are told that they will be allowed no communication with or about anyone outside of VNP. Every TS learns quickly that some prisoners have been there as long as sixteen years. TS know that they may well never see or hear anything about their friends and family again. They are assured that they will not be otherwise physically, mentally, or spiritually abused in any way.
Using the course materials you reviewed so far, develop an argument wherein you develop a position on whether or not the existence and practice of VNP is morally justifiable.
